THE REGULATORY FRAMEWORK

The law governing digital accessibility in Italy is the "Legge Stanca" 4/2004.
The Republic recognizes and protects every person's right to access all sources of information and related services, including those delivered through digital and telematic tools. Accessibility is defined as the ability of computer systems to deliver services and provide information that can be used, without discrimination, also by those who, due to disabilities, require assistive technologies or special configurations.
From June 28, 2025, the European Accessibility Act (EAA) directive will come into force, transposed into Italian law by Legislative Decree 82/2022. This regulation extends the obligation of digital accessibility not only to public administrations, but also to private companies. Only micro-enterprises (companies with fewer than 10 employees and annual turnover below 2 million euros) are exempt.
